Biography:

Women Involved in Farm Economics (WIFE) is a grass-roots, non-profit, non-partisan agricultural organization that is dedicated to "improving profitability in production agriculture through educational, legislative, communicative, and cooperative efforts."

WIFE began in Sidney, Nebraska, in December 1976 after the election of United States President Jimmy Carter, when nine women met to discuss the increasing problems facing their family farms and ranches. Two of these women, Marilyn Spiker and Frances Grant wondered what they could do as farm wives to help impact future farm legislation and put in a notice in the Sidney Telegraph (Sidney, Nebraska) urging women to join together to help influence Carter on his choice for Secretary of Agriculture. Their second meeting attracted over 70 women, and several associations and chapters were founded in 8 states shortly after Carter's inauguration in 1977. On March 1, 1977, 85 women dressed in red (to symbolize the red ink on their farm ledgers) joined their first delegate to testify before the United States Senate and House Agriculture Committees in Washington, D.C.

In 1985, WIFE partnered with the National Farmers Union and the National Farmers Organization to create the Family Farm Defense Fund to offer legal assistance to family farmers and specialized advice to attorneys handling agricultural credit cases. They organized a benefit concert with country artist John Conlee in Omaha, Nebraska, on June 2, 1985, and were given $500,000 from the first Farm Aid benefit concert in September 1985.

In 1987, with the legal assistance of the Family Farm Defense Fund, WIFE filed a lawsuit against the United States Department of Agriculture for sexual discrimination against farm women. Under the rules of the federal farm program, if a woman owned a farm and then married, she would lose the right to receive benefits on her land. The WIFE lawsuit claimed that the "marriage penalty" regulation did not see the farm’s spouse as a person, and treated married women differently than unmarried people in the same situation. The district court agreed, but their decision was reversed by the U.S. Court of Appeals in June 1989. However, WIFE members still continued to press for change, and a 1991 Farm Bill provision by U.S. Secretary of Agriculture Clayton Yeutter did not automatically consider spouses as separate people, but did lessen the federal payment limitations to allow spouses to be treated more equitably, like siblings.

Scope and Content:

The Women Involved in Farm Economics (WIFE) records consist of the organization’s constitution and bylaws, Board of Directors meeting minutes, national convention promotional and planning materials, Officer’s papers and correspondence, membership directories, procedure manuals, legislative policy summaries and research, lobbying materials and trips, state associations and local chapter materials, and national “Wifeline” newsletters.

Significant materials include a letter to WIFE from Ronald Reagan (see box 21, folder 12), Family Farm Defense Fund papers and correspondence, Foundation for Agricultural Education and Development agricultural grant proposals, 1990 Farm Bill testimonies, and the WIFE vs. United States Department of Agriculture lawsuit.

This series consists of materials from the Nebraska Association of WIFE, including constitution and bylaws, state convention programs and planning materials, membership lists, meeting minutes, newsletters, president’s papers and correspondence, and reports.

Series 2: National Organizational Files, 1967-2009

National organizational files include constitutions and bylaws, Board of Directors meetings minutes, financial reports, membership directories and lists, National Steering Committee minutes, Officer’s papers and correspondence including Marian Lenzen, Betty Majors, Nita Gibson, Naioma Benson, Sydney Beck, Elaine Stuhr, Norma Hall, and various others, policy summaries, press releases, procedure manuals, and Wifeline newsletters and distribution.

Series 3: National Subject Files, 1975-2006

National subject files includes agricultural policy research materials, Coffee for Celebrities event, Concerned Farm Wives survey, Congressional Legislative Issues Breakfast and Staff Pizza Party, Family Farm Defense Fund meeting materials, financial statements, and correspondence, Farm Aid, farm crises hearings, Foundation for Agricultural Education and Development grant proposals and documentations, and Gasohol hearings. Materials also include Washington, D.C. lobbying materials and testimonies, media tour reports, National Action Crisis Rally articles and planning materials, Sharing Global Harvests Project, WIFE promotional materials, and WIFE vs. United States Department of Agriculture lawsuit legal documents and testimonies.

Series 4: National Conventions, 1977-2008

This series includes national convention programs, promotional materials, meeting minutes, and planning materials, arranged chronologically by convention.

Series 5: State Associations, 1977-2008

This series consists of WIFE state associations other than Nebraska. Materials include state newsletters, minutes, promotional materials, and officer’s papers, arranged alphabetically by state.

Series 6: Newspaper articles, 1976-2003

Newspaper and magazine articles featuring WIFE events, lobbying trips, member interviews, and policy summaries, arranged chronologically by year.

Series 7: Audiovisual materials, 1979-1989

Audiovisual materials include audio reels, audio cassettes, videocassettes, and VHS recordings of national conventions, interviews, panels, and public service announcements.

Series 8: Photographs, 1977-2005

This series contains photographs of national conventions and events, Foundation for Agricultural Education and Development grant photo albums, and presentation slides.

Series 9: Artifacts, 1984-1993

This series includes national convention pins and name tags, WIFE promotional buttons and signs, and Jacque Cunningham appreciation plaques.
